Highly-rated forward Powell illuminated the League Two play-off final to give Crewe the lead on 15 minutes.
England Under-18 international Powell, reportedly the subject of transfer interest from a host of Premier League clubs, broke the deadlock with an exquisite turn and shot after a quarter of an hour.
Jeff Goulding almost had the Robins back on terms when he rattled the crossbar moments later, before Crewe somehow survived an onslaught of set-piece pressure on the stroke of the interval.
It was more of the same after the break as Cheltenham turned the screw - but they failed to convert their chances, and were 2-0 down with eight minutes left when Moore kept his cool with a right-footed angled finish from 10 yards out.
